Here is a list of States and DC that offer in-state tuition for Veterans and their spouse/dependents that go beyond the traditional GI bill requirements:

  • A Veteran who lives in the state where the Institutions of Higher Learning (IHL) is located (regardless of his/her formal state of residence) and enrolls in the school within THREE years of discharge from a period of active duty service of 90 days or more.

  • An individual using transferred benefits who lives in the state where the IHL is located (regardless of his/her formal state of residence) and enrolls in the school within three years of the transferor’s discharge from a period of active duty service of 90 days or more.

  • Anyone described above while he or she remains continuously enrolled (other than during regularly scheduled breaks between courses, semesters, or terms) at the same school. The person so described must have enrolled in the school prior to the expiration of the three year period following discharge or release as described above and must be using educational benefits under either chapter 30 or chapter 33, of title 38, United States Code.

  • Anyone using transferred Post-9/11 GI Bill benefits who lives in the state where the IHL is located and the transferor is a member of the uniformed service who is serving on active duty.

  • Anyone using benefits under the Marine Gunnery Sergeant John David Fry Scholarship who lives in the state where the IHL is located (regardless of his/her formal state of residence).

 

This list is for Veterans who are interested in going to a school outside of their current state of residence who are outside of that THREE year separation window. Be it they delayed going to school or are interested in taking a Graduate level degree program in another state.

 

CRITICAL UPDATE:

  • All public schools MUST now charge Veterans AND dependents using their POST 9/11 GI BILL in-state tuition. However, the IHL may still require actions that show intent to be a resident of the state. i.e. getting a driver’s license, paying taxes, etc.

  • If the Veteran or dependent has exhausted their Post 9/11 GI Bill or is not otherwise qualified for in-state tuition. They may be charged the out of state rate.

  • This list strictly applies to schools that are public.

  • "-" means there is no expanded state level exception.

  • Individual colleges may have policies that are less restrictive than are listed here. ALWAYS confirm with your college BEFORE applying!

 

Exemptions of Residency Requirements for In-state Tuition Beyond Federal Minimum

​*Served in active duty in the U.S. Armed Forces for at least 10 years, who were honorably discharged from such service within 4 years before applying at an institution, and who filed state income tax returns for at least 8 of the last 10 years of active duty in the U.S. Armed Forces, and their spouses and children are entitled to the exemption.
